Luxembourg Residence by Investment
To qualify for permanent residency in Luxembourg under the Luxembourg Residence by Investment Program, applicants must meet specific financial requirements designed to attract foreign investments.
Applicants have the option to choose between two primary pathways: Residence by Investment or Residence by Private Reasons.
For residence by investment, investors from non-EU countries can select from the following four options:
A minimum investment of EUR 500,000 into an existing Luxembourg company, maintaining employment for five years;
A minimum investment of EUR 500,000 into a new company, with the commitment to create at least five jobs in three years;
A minimum of EUR 3 million into an investment or management structure; or
A minimum of EUR 20 million by deposit into a Luxembourg financial institution for at least five years.

For individuals applying under Residence by Private Reasons, applicants must prove they have sufficient financial resources to live independently. This includes demonstrating an annual income of at least EUR 27,000, and securing permanent accommodation in Luxembourg, either through purchase or rental, with appropriate insurance.
The Luxembourg Residence by Investment Program offers numerous benefits, including visa-free access to the Schengen Area, an attractive tax environment, and a high quality of life in a stable political setting. Procedures and Time Frame: Applications must be submitted along with supporting documentation to the relevant ministries. Under the residence by investment option, the application is first processed by the Ministry of Finance or the Ministry of Economy before final approval by the Ministry of Foreign Affairs. For residence by private reasons, applications are submitted directly to the Ministry of Foreign Affairs. Once approved, applicants must apply for a category D visa, travel to Luxembourg within 90 days of receiving authorization, and complete medical checks and residence registration within three days of arrival.
The processing time for the residence application is typically six months from submission to approval. The initial residence permits are valid for three years under residence by investment or one year under residence by private reasons. To renew the permit, residents must show that they have spent at least six months of the year in Luxembourg.
After five years of continuous residence, successful applicants may apply for Luxembourgish citizenship. Applicants must demonstrate uninterrupted residence for the final year before applying, pass a Luxembourgish language oral test, and complete an integration course.
